If Syrian rebels are capturing government chemical weapon stockpiles and then using them on the battlefield, then its not a question of "if" they will fall into jihadi hands, but "when."

Significant quantities of a chemical weapon like sarin gas and an advanced delivery system are needed to put it to truly devastating use. More primitive attempts at use are likely to be no more destructive than conventional weapons. This was seen in May 2004 when Iraqi insurgents detonated a sarin gas shell near a US convoy, only to see the chemicals fail to mix properly, resulting in no American fatalities.

However, even smaller quantities can be put to deadly use against confided civilian targets, as was demonstrated in the Tokyo subway sarin attack in 1994. Such chemical weapons in the hands of jihadis are therefore a very real danger to Shia civilians in government-controlled Syria, and the people of Israel.
